          loan program expenses of state government and for                                                                     
          certain programs; capitalizing funds; amending

Dear President Stevens:                                                                                                         
                                                                                                                                
Under the authority of Article III, Section 18 of the Alaska                                                                    
Constitution, I am transmitting a bill relating to appropriations for the                                                       
State’s operating expenses for Fiscal Year (FY) 2024.                                                                           
                                                                                                                                
This appropriation bill includes $6,758.8 million unrestricted general                                                          
funds, $875.7 million designated general funds, $1,675.5 million other                                                          
state funds, and $3,178.3 million federal funds.                                                                                
                                                                                                                                
The FY 2024 budget invests in development of the state economy,                                                                 
ensures the safety of all Alaskans, funds K-12 education at the full                                                            
formula level, and includes a full statutory Permanent Fund Dividend.                                                           
                                                                                                                                
I look forward to working with the Legislature on the timely passage
